Mastermind of Navy bribery plan captured in Venezuela right after escaping residence arrest in San Diego

Leonard Francis, the former army contractor known as “Excess fat Leonard” who orchestrated the greatest corruption scandal in US Navy history, was arrested Tuesday early morning by authorities in Venezuela at the ask for of the US Marshals Services, according to the agency.
